Do non-bonding electrons have to be drawn as pairs in a Lewis Structure?

Yes they do. The distinction is between molecules and atoms.

Molecules have dots added in pairs. Single dots cannot be present on molecules.

Single atoms have dots added one at a time according to the rules detailed on page 135 of the chemistry textbook.
