Yes, if the cell is already haploid with duplicated chromosomes. After all, the whole point of meiosis 1 is to take a diploid cell and make it haploid with duplicated chromosomes. The question tells you that the cell is haploid with duplicated chromosomes. If the cell is already like that, meiosis 1 CANNOT happen.
