Are the number of digits in a constant considered in calculations when determining the number of significant figures (speed of light, gas constant, specific gravity, etc.)?


Significant figures rules are only used for measurements, not constants. So you shouldn't have to worry about the number of digits for constants nor should that affect your significant digit calculations. The rules listed on pages 21-25 of your textbook say that they are for measurements only.
